The Government of Russia has returned to a one-term budget planning.

The Government of Russia to waive the federal budget plan for a three-year period. The statement was made by the Minister of Finance of Russia Alexey Kudrin, informs RIA Novosti. "We will offer to accept cancellation of the budget 2010 and 2011 first-years", - Kudrin said.
According to the Russian finance minister, the long-term contracts and investment projects concluded in the framework of the budgets of 2010 and 2011 first-years will not be revoked. "There are targeted programs that are designed for 3-5 years, the contracts are concluded for all the years of the targeted programs, and such order will be saved", - Kudrin said. But he added that despite the rejection of a three-year plan all the social obligations in the next two years will also be performed.
In addition, according to Kudrin, the Prime Minister of Ukraine Yulia Tymoshenko officially asked Russia loan of five billion dollars. Action on this request has not yet been decided.

According to preliminary data, revenue budget-2009 will be at 42 per cent compared with 2008 year. This rate will be 6.3 trillion rubles. Costs to reach 9.5 trillion rubles. In doing so, the budget deficit will be eight per cent of GDP. According to Kudrin, until mid-2011, Russia's budget deficit will be met from the contingency fund, which, according to a March 1, 2009, amounted to 4.87 trillion rubles.
In addition, Kudrin said that in 2011 in addition to the contingency fund, the budget deficit will be met through borrowing. "The second half deficit on the basis of 3% of the federal budget deficit in 2011, we will borrow," - said the Russian minister.
Recall that Russia has moved to a three-year budget planning in 2007, when it was first approved by the Budget for 2008-2010.
