The State Duma has allowed the Government to adopt the budget deficit.

Russia's budget deficit will be met from the contingency fund until the middle of 2011, as well as through borrowing, possibly in the domestic market.
The government also temporarily waived the budget planning for three years - the budgets of the 2010 th and 2011's were considered invalid. Recall that Russia has moved to a three-year budget planning in 2007, when it was first approved by the Budget for 2008-2010.
C 2008, the structure of budget revenues has been divided into oil and gas revenues and neneftegazovye. The Ministry of Finance expects the reduction of oil revenue to 56.16 percent from the previously planned in 2009.
