The statement was made by Energy Minister of Russia Sergei Shmatko at the government meeting of the TEC, said RIA Novosti.

At the end of 2008 the volume of oil production in the country declined by 0.7 percent over the previous year, reaching 488 million tons. The shortage of investment in the industry this year will exceed 200 billion rubles.
