Transneft will loan oil to China.

Russian oil company Transneft has agreed to provide oil to obtain a loan from China at 10 billion dollars. This writes the newspaper Kommersant. Under the terms of the contract, Transneft would buy Rosneft about six million tons of oil a year and resell the fuel in China.
Agreement on cooperation in the oil supply to China, the Russian company signed on 10 April 2009. It is part of a package of agreements governing the supply of oil to China in the framework of the intergovernmental Russian-Chinese agreement on cooperation in the oil industry. Further details of the agreement the parties have not yet been disclosed.
In mid-February 2009, Rosneft and Transneft signed the final documents from the Chinese oil company CNPC and the China Development Bank for a loan of 25 billion dollars. Under the agreement, Russian companies will receive money in exchange for oil supplies to China for 20 years.
The fact that Russian companies have asked China for a loan, it became known in late October 2008, when the parties signed the memorandum. This included the allocation of $ 15 billion, Rosneft and 10 billion dollars - "Transneft". This document was completed in March this year.
