According to the Ministry of Finance, Abkhazia and South Ossetia will take credit for the Russian Public Employment wages, child allowances, pensions, scholarships, health care, as well as for the maintenance of budgetary institutions. Russia recognized the independence of Abkhazia and South Ossetia in late August 2008.
March 10, 2009 Finance Minister Alexei Kudrin said that the Prime Minister of Ukraine Yulia Tymoshenko officially asked Russia loan of five billion dollars. A decision on the loan has not yet been decided. Later it became known that the loan Ukraine intends to spend on repayment of gas debts "Naftogaz" to Gazprom.
