Putin instructed to issue an additional credit to Belarus.

Remember, in November 2008, the parties have agreed that Russia will provide Belarus stabilization loan of two billion dollars. The first tranche of this loan was transferred to Minsk last year, while the second was due in two installments, Belarus in early 2009. However, on 2 March, it was reported that the Belarusian National Bank had not yet received the funds.
While it is not clear whether in mind Russia's prime entirely new loan to Belarus, and it was one of the trench stabilization loan.
In addition to loans from Russia, Belarus has also received loans from the International Monetary Fund - 2,5 billion dollars, as well as from Venezuela - 500 million dollars.
