U.S. Senate softened the article to support the economy, requiring use of American products in the implementation of the program of projects, reports BBC News. According to the legislators the amendment, the terms "Obama plan" should not be in conflict with the treaties of the United States on international trade with Canada and the EU.
The program of assistance to the victims of the global financial crisis, the American economy had been offered U.S. President Barack Obama, and provide 819 billion dollars of investment projects and tax breaks. According to the initial version of the plan, all projects of the plan were carried out using manufactured in the U.S. metals and industrial commodities. This paragraph is called "Buy American" (Buy American).
This paragraph has caused criticism from the states - partners of the United States. In particular, the EU, Canada and Japan later accused the U.S. administration of protectionism. They estimate that these actions will cause significant harm to the principles of free trade.
The Senate voted for the amendment of mitigating effect of the section, by an overwhelming majority. Meanwhile, proposed by former U.S. presidential candidate John McCain version of the amendment, assumes full repeal of the paragraph had not received approval.
After supporting the plan in the Senate, the document will be returned to the House of Representatives of Congress, which must accept it in its final form.
