Dvorkovich added that some costs will be reduced, and some increase in nominal terms, thus reducing costs is not going to happen.

February 5, Dvorkovich said that the budget deficit in 2009 will be not less than 6.1 percent of Russian GDP, and may exceed these figures. According to earlier adoption of the budget, in 2009, its surplus was up 3.7 percent of GDP.
First Russian budget deficit was recorded in November 2008 and reached 270 billion rubles. In doing so, according to the Finance Ministry, last December, the deficit amounted to 20.4 per cent of monthly GDP (805 billion rubles).
