Outflow of guest workers hardest hit by Russian construction.

This statement was made deputy director of the Federal Migration Service (FMS), Anatoly Kuznetsov, reports RIA Novosti.
According to Kuznetsov, by the end of last year, only in the Moscow region was frozen 117 buildings. This is not clear yet how many of them resume work.
According to the deputy director of MBF, now in Russia, around four million migrants are working illegally. In the January 2009 entry of guest workers into the country declined by 10 percent compared with January last year. In the FMS believe that this is due to the economic crisis.
Remember, at the end of 2008, Prime Minister Vladimir Putin during a direct telephone line with the population declared the advisability of reducing by 50 per cent quota for migrants in 2009. But later the government was not to change the quotas themselves, but also amended the rules for their calculation, increasing to 50 per cent reserve quota changes.
In 2009, already approved by the quota for guest workers would be 3.97 million. Under the amendments the Government, their number can either shrink to 2 million people, or increase to 6 million.
