In the section "Buy American" says that during the construction works financed from the federal budget can be used only steel and industrial goods produced in the United States. According to the Japanese prime minister, the adoption of the "Obama plan" would adversely affect the volume of Japanese exports. Exports of Japanese goods in December 2008 declined by 35 percent over the same period a year earlier, while the trade deficit reached 321 billion yen (3.6 billion dollars).
February 3, 2009 criticized the "Obama plan" by the European Union and Canada. Their discontent led to paragraph "Buy American". In doing so, the EC stated that intends to verify, did not violate an "Obama plan" as "the Agreement on Government Procurement, concluded between the European Union, the USA and Japan in the World Trade Organization (WTO). The document commits signatories to make available government contracts to foreign companies.
"Obama Plan" was approved by the House of Representatives of USA 28 January 2009 and was referred to the Senate. According to the document, to finance anti-crisis measures could be spent 819 billion dollars. Of them, 544 billion dollars is scheduled to direct investment, while the remaining 275 billion U.S. economy will be in the form of tax breaks.
Recall that the original version of the "Obama plan" includes the allocation from the budget of 825 billion dollars, but the House of Representatives reduced the amount of spending by 6 billion dollars. Nevertheless, it is possible that the final figure will be higher - the Senate Committee on Finance intends to significantly increase the amount of tax deductions, resulting in a funding plan Obama can do in the U.S. 887 billion dollars.
