The IMF will force Ukraine to cut the budget for the loan.

KommentariiDemarsh nesoglasnogo13.02.2009Ministr Finance waved his hand at everything and went into otstavkuMezhdunarodny Monetary Fund to impose conditions to continue lending to Ukraine a radical revision of the budget of the country, said "Economic truth" with reference to the statement of Victor Yushchenko announced at the close of the last meeting of the National Security and Defense Council of Ukraine, on 10 February.
Thus, according to IMF experts, the government should revise the macroeconomic forecast for 2009: the GDP growth of 0.4 per cent would need to decline to 8 percent. Instead, the projected inflation rate of 9.5 per cent needed to build on the target of 16 per cent.
In addition, the Fund requires to reconsider the budget-2009 so that the deficit does not exceed one percent.
In this regard, the "economic truth", Mr Yushchenko demanded that the government of Yulia Tymoshenko's ability to realistically assess the country and drastically reduce welfare payments populations.
The president also criticized the Government's intention to obtain pyatimilliardny loan from Russia and said that even that money is not enough to finance a real, rather than displayed in the adoption of the budget deficit.
"Naked budget deficit in 2009 amounts to 71 billion hryvnia - net 31 billion budget deficit and 40 billion deficit of public finances", - Yushchenko said, adding that it is also necessary to refinance the obligations of Ukraine in the amount of about 40 billion hryvnia.
"If nothing is done, we will have to borrow 110 billion. But it is even theoretically impossible, - Yushchenko said.
What the president said Prime - is unknown, but "economic truth" reflect the views of people from surrounding Tymoshenko, who believe Yushchenko unduly pessimistic prognosis.
"Trends in the markets, which were already proglyadyvatsya gives an indication of the situation with cautious optimism", - said the deputy from the BYUT Sergei Pashinsky. According to him, began growing demand for metallurgical products - the main income rates in the country. In addition, it is hoped that the grain harvest in Argentina will be worse than usual, which will increase the demand for the products of Ukrainian farmers. "Expected revenue from the export of grain in 2009 - 4 billion dollars", - said the deputy.
Recall that estimates of the resigned Minister of Finance of Ukraine Victor Pinzenyk, in 2009 revenue budget will not 310 billion hryvnia, as scheduled, but only about 225 billion that will create a huge deficit of public funds.
At the same time, the government of Yulia Tymoshenko's claim that the budget for 2009 will be executed in the form in which it adopted the Verkhovna Rada, and no sequestration is not required.
In late 2008 the IMF adopted a decision on Ukraine, opening a credit line of 16 billion dollars, but advanced the condition that each next tranche will be allocated only if the Ukraine will be tough to observe financial discipline and to implement the recommendations of the Professional Board.
