Zubkov care for harmonization of laws on trafficking in government.

The first vice-premier Viktor Zubkov will harmonize legislation on trade, resulting in differences between Minpromtorgom, the Ministry of Agriculture and the Federal Antimonopoly Service (FAS) of Russia. The draft law "On state regulation of commercial activities in Russia" will be the first to be approved by the Government under the new rules, writes the newspaper Kommersant.
The Law on Trade Ministry was developed over two years and in April last year, was aimed at coordination of specialized agencies. One of the issues causing dissent Minpromtorga and the Ministry of Agriculture, was the latest proposal to establish a mechanism regulating margins on essential goods. Minpromtorg refused to take account of this amendment in the bill.
The draft also proposed to establish a threshold for the domination of commercial networks, whose market share exceeds 15 percent. However, FAS has proposed to set the threshold of dominance at 35 per cent, which caused dissatisfaction wholesalers who spoke against the adoption of the Law on Trade.
Remember, at the end of 2008 in the Russian government has introduced a new procedure for approval. It allows the vice-premier to take a final decision on a bill that caused controversy.
