Thus, as previously promised, Prime Minister Yulia Tymoshenko, Kiev agreed to make to the protocol on the control of transit of gas a separate declaration. Its content has not been formally announced, but it is known that Russia considered it unacceptable.
Recall that Russia and the EU signed a protocol of 10 January and 11 January, reported the signing of the protocol, and Ukraine. Later it became known that Ukraine has adopted the document with reservations, to make it a declaration, according to Russian reports contradicting the text of a protocol containing the items. The EU stated that the declaration is not part of the protocol and only reflects the view of the Ukrainian side, while Russia has offered to take the previously approved protocol unchanged.
Recall that gas supplies to Ukraine were halted on 7 January on the initiative of Gazprom, accusing Ukraine of stealing gas intended for Europe. Commission to monitor the transit of Russian gas, which was agreed to establish a settlement of the situation would be to ensure that after the resumption of shipments through Ukraine illegally Gas will not be repeated. Gazprom has agreed to resume its transit to Europe only in those circumstances.
In doing so, even 1 January 2009 because of a conflict between the Ukrainian gas and Gazprom has been discontinued supply of Russian gas to Ukraine.
Heads of Gazprom and the vice-premier Igor Sechin January 12, went to Brussels to continue discussing the situation with gas deliveries to the EU leadership. To hold such a meeting the previous day suggested that the Prime Minister of Russia Vladimir Putin in a conversation with the President of the European Commission Jose Manuel Barroso.
