The scheme assumes that a subsidiary of the KLA will import foreign aircraft in the temporary import. Then the "daughter" KLA will send aircraft leased to Russian airlines in return for a recent contract with the KLA to supply to the domestic financial leasing aircraft the same class.
One option scheme provides for the full release of a subsidiary of the KLA from the payment of VAT (18 percent) and fees (20 percent). The second option provides for subsidies to payments from the state budget.
The fact that the KLA would have the opportunity to duty-free importation of foreign aircraft to equate the interests of carriers and aviaproizvoditeley, became known in September 2008. It was assumed that the KLA had an opportunity to import aircraft, medium - 50 to 300 seats. Previously, no fees were allowed to import only aircraft with a capacity of up to 19 and more than 300 seats.
KLA was formed in February 2006. It includes the largest Russian aviaproizvoditeli, including Sukhoi, Ilyushin, Irkut, Tupolev and others. It was expected that the corporation will go down in five of the largest aircraft companies in the world.
