That was reported by RIA Novosti, citing the statement of Russia's permanent representatives in the EU, Vladimir Chizhov.
The document by the European Commission signed the European Commissioner for Energy Andris Piebalgs. Vice-Premier Igor Sechin Russia and the head of Gazprom Alexei Miller also attended the signing ceremony.
Earlier January 12, a protocol was signed by the Ukrainian side.
It should be noted that the document has already signed a second time. Representatives of Russia and the EU did so on 10 January, and on the night of January 11 announced the signing and Ukraine. But later it became known that the Ukrainian side signed the protocol with reservations, to make its declaration containing, according to Russia, contrary to the text of the protocol items. Ukraine later agreed to sign the document without reservation.
Protocol on the international control of transit of gas to ensure the resumption of deliveries of Russian fuel to Europe through Ukrainian territory. They were completely halted on Jan. 7. Gazprom has accused "Naftogaz Ukraine" in the theft of gas destined to European consumers.
The Russian side agreed to restore fuel supplies to Europe through Ukraine only if the transit of gas monitor special commission. It will be taken to ensure that unauthorized selection of fuel will not be repeated.
